SGT. Winter's Location in Fortnite Chapter 6
The initial Wintervestigation quest sends you to SGT. Winter for a chat. These quests seem to involve teaming up with Noir to uncover clues and find new NPCs across the Chapter 6 map.
The quest marker will pinpoint SGT. Winter's location on your map, even before you start the match. He's near a plane crash at the summit of a snowy mountain, east of Warrior's Watch and south of Foxy Floodgate. It's close to Mariah Carey's in-game concert site.

SGT. Winter is a roaming NPC near the plane wreckage, marked by a speech bubble icon on your map and HUD. Interact with him to access a menu. You can buy a Holo Twister Assault Rifle or Blizzard Grenade, or initiate dialogue.
To start the Wintervestigation, select the magnifying glass icon. This triggers a text-based conversation leading to a new mission: finding Noir in Seaport City. Completing the dialogue rewards you with 25,000 XP.

Reaching SGT. Winter can be tricky; the area is a popular drop zone. Consider waiting a few days for the crowds to thin. Alternatively, immediately purchase items from his shop if you have enough gold bars—the Holo Twister Rifle is a strong early-game weapon.
Utilize the plane wreckage for cover. Many players might only have pickaxes initially, giving you an advantage with a team and some luck with nearby chests. Prioritize grabbing loot quickly upon landing.
