Look for the exclamation mark surrounded by a blue circle; that's your destination. To save time, use the teleport feature to get there quickly.

Head to the marked location and seek out the NPC named Rosalie. She's unmistakable and easy to spot:

Engage in a conversation with her, and she'll reiterate her desire to see you sporting a hairstyle from the Simple category:

Press C to browse through your entire collection of haircuts. The Simple category is listed just below the image. For my part, I chose a hairstyle from the fisherman set for Nikki:

This hairstyle perfectly matches Rosalie's request and looks fantastic. I paired it with a black tracksuit, thinking it would complement the haircut nicely. Feel free to create your unique look or simply change the hairstyle without altering your outfit.

Once you're ready, return to Rosalie and interact with her. A short cutscene will play, signaling your successful completion of the quest:
