Your quest begins at the Grand Reef. Locate the Bubble Mermaid NPC on the shore of the largest island (the same island where you'll find the Shipwright and Marley). Speak to her, and she'll offer to help you breathe underwater in exchange for a small fee and three Resins. The coin shouldn't be a problem, but gathering the Resins might require some effort.
How to Obtain Resin in Fisch
To acquire Resins, set sail for the Mushgrove Swamp (Coordinates: X:2,426, Y: 130, Z: -680). Begin fishing. Your success rate will depend on your equipment. The Kraken Rod and a bit of server luck can significantly boost your chances (10-20% increase).
Without the Kraken Rod, your chances drop considerably (approximately 0.04%). You'll need to catch three Resins in total.
Once you've collected three Resins, return to the Bubble Mermaid, pay her $C25,000, and hand over your Resins. She'll reward you with the Water Bubble, allowing you to explore the underwater world in style.
