You can have them fixed by cobblers or blacksmiths by selecting the repair option during your conversation with them. This brings up a menu where you can choose which items to repair and view the associated costs. These costs can be reduced if you invest in the Craftsmanship skill, which offers percentage discounts on NPC repairs for all gear, including shoes and armor.

Alternatively, you can repair your shoes yourself, provided your Craftsmanship level is sufficient. If it's not high enough, you won't be able to repair your own shoes or other equipment. To do this, you'll need a Cobbler’s Kit, which can be purchased from various vendors, including cobblers and blacksmiths, or found in chests or by looting NPCs.
