You'll have a better chance of encountering it during its debut event on the following islands: Greengrass Isle, Snowdrop Tundra, and Old Gold Power Plant. Pawmi, along with its evolutions Pawmo and Pawmot, falls into the Snoozing sleep type. To evolve Pawmi into Pawmo and eventually Pawmot, you'll need Candies, but you can only study their sleep styles by encountering them in the wild.
Your best bet to encounter Pawmi, Pawmo, and Pawmot is by achieving the Snoozing sleep type during your night of Sleep Research.
