To acquire the Iron Pipe, you'll need to fish in the sewers. The most accessible sewer is near the Resistance Camp. Fast travel to the camp, then head out and take the right path towards the Amusement Park. After leaping over a small gap, you'll find yourself under a highway. Look to the right for an open manhole and descend into the sewer.
Once inside, stand in the water and start fishing to try your luck at catching the Iron Pipe. You might also reel in other junk items, which can be sold for extra funds. There's no special trick to this; it might take just a few tries or several minutes. Since it's quite dark, use your pod's light to improve visibility and make the fishing process smoother.
