World-Scale Leveling Persists in Oblivion Remastered

A key designer of the original Oblivion, Bruce Nesmith, recently admitted that incorporating world-scale leveling was an error, even though the feature remains in the remastered version. In an interview with VideoGamer, Nesmith discussed the game’s leveling mechanics.
Beyond Oblivion, Nesmith has crafted quests and systems for titles like Fallout 3, Skyrim, and Starfield. He noted that the remaster’s refined leveling system enhances playability for today’s audience.
In the original game, players had to repeatedly level major skills and rest to boost attributes. The remaster adopts a Skyrim-like approach, where XP is earned across all skill lines. Nesmith commended Bethesda’s bold decision to overhaul this system.

However, Nesmith expressed reservations about the retained world-scale leveling feature, where enemies scale with the player’s level. He remarked, “It feels like leveling up doesn’t matter when the dungeon scales with you.”
He added, “The world leveling alongside the player was a mistake, as evidenced by its absence in Skyrim’s approach.” Fans have echoed this sentiment since the game’s 2006 debut, prompting mods to address it. With the remaster retaining this feature, fans continue to create solutions.
